ABOUT THE DEPARTMENT Health and Human Services Agency The Shasta County Health and Human Services Agency (HHSA) partners with communities to protect and improve the health and well-being of Shasta County residents.
Established in 2006, the HHSA is organized into four branches:
Behavioral Health & Social Services, Public Health, Economic Mobility, with a centralized Administration Services.
The HHSA promotes optimal health for all.
The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their health and safety.
This transformation improves efficiency, avoids unnecessary duplication of effort, encourages collaboration among programs and organizes the HHSA's services to be more responsive to the needs of the public.
Children's Services encompass the services that help ensure children are protected and safe.
This branch investigates alleged abuse and neglect of children, and it licenses foster and adoptive homes for children who are experiencing traumatic events in their lives.
The branch also encompasses children's mental health and youth alcohol and drug services.
This branch also works with juvenile justice and education to coordinate services for clients.
Adult Services focuses on issues that affect people eighteen and older.
Adult mental health services include outpatient mental health care, 24-hour crisis stabilization services for people at risk of hospitalization, 24-hour crisis residential services, long-term placement services and referrals to local non-profit organizations that provide additional services.
This branch also provides Adult Protective Services to follow-up on elder abuse reports.
In-Home Supportive Services help those who need assistance with daily activities in order to remain safely in their own homes, and the Public Authority keeps a registry that helps In-Home Supportive Services recipients find a screened caregiver to provide those services.
The Public Guardian helps citizens who are unable to manage their personal and financial affairs and may require guardianship or conservatorship.
Mental Health Services Act administration is also housed in the Adult Services Branch.
ABOUT THE POSITION The Staff Services Analyst I/II classes are responsible for performing professional level analytical duties involving general administrative, staff development, fiscal, and/or program analytical work.
Incumbents gather, tabulate, analyze, and chart data; interview and consult with departmental officials, employees, and others to give and receive information; prepare reports and make recommendations on procedures, policies, and program/functional issues and alternatives; review and analyze proposed legislation and advise management on the potential impact; make decisions in financial, and other administrative systems of average to difficult complexity; prepare correspondence; and perform other related duties as assigned.
Incumbents do not supervise other professional staff but may supervise clerical and/or technical employees as an ancillary duty (not as the preponderant responsibility of the position).
DISTINGUISHING CHARACTERISTICS Staff Services Analyst I:
The Staff Services Analyst I is the entry level into the professional Staff Services series.
Incumbents work under close supervision.
Assignments are generally limited in scope and under the direction of a higher-level employee.
As experience is gained, the incumbent is granted more independence from supervision.
Most incumbents are expected to promote to the II level after one (1) year of satisfactory performance; however, positions limited to analytical duties of a more routine, repetitive nature will be permanently allocated to the Staff Services Analyst I level.
Staff Services Analyst II:
The Staff Services Analyst II is the journey level in the series.
Incumbents work under direction and are responsible for performing the full range of duties at the journey level and working independently.
At the Staff Services Analyst II level, assignment can be in any one the following options:
staff development, fiscal, or program analysis; or incumbents may be assigned to perform general duties that encompass a broad scope of administrative analytical functions and areas of responsibility.
For positions specifically assigned to a specialized option, specific minimum qualifications and recruitments are permitted.
IDEAL CANDIDATE The ideal candidate will have the ability to work collaboratively with every branch of Health and Human Services as well as external community partners.
The ideal candidate must work well in a team environment and be able to handle multiple projects with competing priorities effectively.
The ideal candidate will also have experience reading, researching, and interpreting complex information, rules, and regulations and have data analysis and evaluation experience; the ability to present findings in a manner that is understandable to a broad audience and be skilled at interacting with diverse groups with varied information needs and levels of understanding; and possess strong communication skills, including interpersonal communication and public speaking.
Experience with project management is preferred.

For Staff Services Analyst I, duties are performed at the entry level:

10 working days a year during the first three years of service; 15 working days a year - 4 through 9 years of service; 17 working days a year - 10 through 15 years of service; 20 working days a year - 16 or more years of service.
Note - accrued vacation leave may not be used until after six months of employment.
For purposes of vacation accrual, a working day is no more than 8 hours.
Sick Leave:
96 hours of sick leave are earned each year with no maximum accrual.
Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave.
Unused sick leave may be converted to PERS service credit upon retirement.

Accrued paid leave benefits are used in conjunction with FMLA/CFRA as appropriate.
Bereavement:
Maximum of 24 hours for each non-concurrent death in the immediate family.
Health Plan:
Shasta County contracts with PERS for medical insurance and has an alternative Blue Cross plan.
Employees in the Teamsters bargaining unit are insured through a Teamsters Trust plan.
Depending on the plan selected, the County pays most, or all, of the employee premium, and contributes a portion of the dependent premium.
Contributions are made for a portion of a retiree's insurance premium.
Dental Plan:
The County pays a portion of the employee's and dependents' premium for dental insurance.
The employee pays the full premium during the first six months of coverage.
Vision Plan:
The County pays the employee premium and employees may enroll dependents at their own expense.
Life Insurance:
The County pays the premium for life insurance for most employees.
The amount of coverage varies by bargaining unit.
Retirement:
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security.
Members hired prior to May 8, 2011 are covered under the retirement formula of 2% @ 55 benefit.
Members hired after May 8, 2011 but before January 1, 2013 are covered under the retirement formula of 2% @ 60 benefit.
Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62.
Please review the specific MOU for stipulated retirement formulas.
Employees pay 7.
75% of his or her salary, on a pre-tax basis for a period of time as specified in his or her labor contact, or Personnel Rules as appropriate.
Miscellaneous:
Deferred Compensation plans available through specified companies.
IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.
Optional insurance products are available.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
